Judah wasn't too long ago
and he weighed in at 146 for Cotto. However that can actually be a sign of a struggle to make weight (example: Oscar weighed in at 145 for Pacquiao).
I saw an interview on the ESPN website where Roach said there would be no catchweight…

When Clottey fought Judah, Judah weighed in at 143.
Anyway, Pacquiao isn’t asking for a catchweight.
I’m so sick of manny and mayweather. If mayweather doesn’t want to fight real competition then retire. And if manny doesn’t want to fight at 147, go fight at 140. Don’t challenge welterweights and then want a catch weight. I can totally see why some people get fed up and ignore boxing.

That catchweight crap is BS. It’s like hey I want to fight in heavyweight now but you can’t weigh more than 200 pounds

At this point, I've stopped listening to anything Michael Koncz or Franklin Gacal says
They’re both so full of shit 80% of the time that I have to just pretend they didn’t open their mouths. So far, they’re the only two to even mention a catchweight. Arum said no catchweight. Roach said no catchweight. Koncz said catchweight, then retracted and now is saying no catchweight. I have no idea where this leech Gacal gets off trying to create his own terms, and he has even less of a right to go out to the press and talk about it and make his client look bad.
Anyway, almost every time he’s said something, it’s turned out to be wrong.
It would be a disaster if this fight has a catchweight, and Manny doesn’t need it.

Clottey blows up between weigh ins, I’m actually convinced he should be fighting at 154. He’s lethargic and drained enough at 147 and Team Pacquiao wants to take any starch he may have left. One of the only fights that I saw Clottey in where he didn’t fade and stop letting his hands go was against the late, great Chico Corrales, where he weighed 149 officially and went up to 170 on fight night. Clottey burns enough muscle getting down to 147, he shouldn’t have to burn anymore for a Pac fight. As for the 143 lbs, check boxrec, thats what Judah weighed, Clottey weighed in at 147. On that night Zab was only 147in the ring and Josh was 160. I don’t wanna seem like an asshole, but please fact check before posting.

Maybe, but he’d be short up there (he’s only 5’8") and his punching power is already pretty iffy.
