question about sanctioning bodies?

Okay, so I think I know that the biggest sanctioning bodies (re: states) are Nevada, New Jersey, New York and California.  My question is, what are the next biggest (or most important) sanctioning bodies?

For example, if a fighter was barred from boxing in Nevada, could he still go to New Jersey?  And at what point would all the other states collectively ban a fighter?  If a guy was barred in Nevada, then Jersey, then New York, when would the other states jump on board?

This is kind of a bar room argument I've been having with a buddy lately, so any help would be appreciated.
